Professional Biography

    Commander Haynes is a native of New London, Connecticut.  A member of a Navy family, he attended schools in Connecticut, Virginia, and South Carolina and was graduated from the University of South Carolina with a Bachelor of Arts in May, 1983.  He subsequently earned a Master of Arts from the Naval War College, Newport, Rhode Island in March, 2002.

    Commander Haynes was commissioned through the Naval Reserve Officer Training Corps program in May, 1983 as an Ensign, followed by assignment to U.S.S. INDEPENDENCE (CV-62) as Public Affairs Officer.  Completing an Indian Ocean deployment, he reported to Surface Warfare Schools Command, Newport, Rhode Island in March 1985.  Upon completion of Division Officer Basic training, he accepted assignment to U.S.S. CARR (FFG-52) in Charleston, South Carolina as Communications Officer and First Lieutenant participating in North Atlantic NATO operational exercises with the U.S.S. FORRESTAL (CV-59) battle group.  Earning his Surface Warfare qualification, Lieutenant (junior grade) Haynes separated from active duty in September, 1986.

    In October 1986 LTjg Haynes accepted assignment as a Selected Reserve Officer aboard U.S.S. SAMUEL ELIOT MORISON (FFG-13) as Training Officer and ACTDUTRA coordinator.  Participating in Operation Ocean Safari and Western Atlantic Operations, he was subsequently promoted to Lieutenant and recalled to active duty in March, 1988.  Accepting orders to COMNAVRESFOR CRUITCOR Region V, Burtonsville, MD LT Haynes followed this tour with assignment to NAVMARCORRESCEN Richmond, Virginia as an Officer Recruiter.  LT Haynes was transferred to Naval Air Reserve Station, Norfolk, Virginia in September, 1991 and promoted to Lieutenant Commander.  In November, 1993 LCDR Haynes accepted orders to COMNAVRESCRUITCOM New Orleans, Louisiana as the Administrative Department Head and Manpower Officer.  Awards during this period include Naval Reserve Recruiting Command Detachment Five Recruiter of the Year FY90, Navy Recruiting Command National Recruiter of the Year FY90, and Commander, Naval Reserve Recruiting Command National Recruiter of the Year (runner-up) FY91.

    In September, 1996 LCDR Haynes was transferred to NAVRESCRUITCOM Detachment ONE Alameda, California as Enlisted Programs Officer and Operations Officer.  He was promoted to Commander in September, 1998 and accepted assignment as Executive Officer, Naval Reserve Recruiting Command Region Southeast in July, 1999.  Subsequently promoted to Commanding Officer in November, 1999 he served with Region Southeast until his transfer to the Naval War College, Newport, Rhode Island in February, 2002 earning a Master of Arts degree.  He accepted transfer to Joint Simulation System, Orlando, Florida in March, 2003.

    Upon retirement in November 2004 CDR Haynes accepted the position of Senior Naval Science Instructor, Winter Park High School NJROTC, Winter Park, Florida.  Notable achievements include introduction of electronic learning/ management systems and testing platforms, introduction of electronic orienteering systems, introduction and development of dual-enrollment Unmanned Aircraft aviation programs,, and introduction of industry and FAA certifications and licensure -  all of which have been adopted across the NJROTC program nationally.

    Military decorations include the Navy and Marine Corps Meritorious Service Medal,  Navy and Marine Corps Commendation Medal (2 awards), Army Commendation Medal, Navy and Marine Corps Achievement Medal (3 awards), Meritorious Unit Commendation, National Defense Medal (2 awards), Sea Service Ribbon, Navy Recruiting Service Ribbon (4 awards), Armed Forces Medal, Expert Rifle Marksman Medal, Expert Pistol Marksman Medal, and 35 Gold Wreath Awards for excellence in recruiting.

    Commander Haynes is married to the former Francine Greenblatt of Richmond, Virginia and has two children, Rachel and Michael and two grandchildren, Lily Grace and Olivia Rose.  They currently reside in Winter Park, Florida.
